Symptom: Invitee never receives the invite

Cause: CSV rows missing the required phone, or the resend cooldown/policies blocking re-send — plus ordinary email deliverability.

Fix: Validate the CSV columns, check pending status and history for sends, then resend after the cooldown.

Symptom: New role sees an empty sidebar

Cause: Expected — custom roles start with zero permissions.

Fix: Grant read on the needed modules (and matching access levels) in Roles, then re-check.

Symptom: Cannot delete a department or role

Cause: Children/members (departments) or assigned users (roles) must be reassigned first; role deletion additionally needs typed-name confirmation.

Fix: Reassign everything the delete dialog names, type the confirmation exactly, and retry.

Symptom: Department drag does nothing

Cause: The move would create a reporting cycle, which the cycle guard blocks.

Fix: Use the move dialog to pick a valid parent — a department can never become its own ancestor.
